Right To Education(RTE)
-
The RTE (Right to Education) portal is a digital platform designed to support and facilitate the implementation of the Right to Education Act, which guarantees free and compulsory education for children between the ages of 6 and 14 in India. This portal plays a pivotal role in revolutionizing the education system in India by making it more accessible, transparent, and accountable. Here are some key aspects of the RTE portal:
-
Distance
The student residence should be within a radius of 6 km from the applied school. Aadhar Card, Voter ID Card, Job Card, Ration Card, Driving License, and Electricity Bill of parents or guardians should be considered as address proof.
-
Income
To ensure fair access to educational opportunities, students applying for financial assistance or scholarships must meet certain eligibility criteria. One crucial criterion is that students should have a family annual income of less than 72000 rupees from all sources. This income threshold is established to support those who may face financial constraints in pursuing their education.
-
Advantaged for caste
Students from any caste category are welcome to apply, and eligibility is not restricted by caste. However, for the purpose of documentation and verification, students belonging to the SC/ST/OBC categories will be required to provide caste certificates of their guardians as proof of their background.
-
Advantaged for disability
Students with a disability of more than 40%, the students with single parent or no parents and students from disadvantaged castes with documentary proof to be kept on priority.
-
Age
The age of the student should be between 3.5 years to 4.5 years for admission into the nursery or LKG class and it should be between 5.5 years to 7 years for admission into class 1 in school.
Bottlenecks
-
In the past, we encountered several challenges during the admission process for students under RTE (Right to Education) in Bokaro. Some of the key issues included administrative bottlenecks that often led to delays in processing applications and allocating seats to eligible students.
-
Lack of Advertisement
To make parents and students aware, it became evident that DSE Bokaro had not been adequately utilizing traditional advertising channels such as local newspapers or any mass media outlets. While the RTE Web Portal offers a valuable online platform, it's important to recognize that diverse communication channels play a crucial role in reaching a broader audience.
-
Submit Application at Office
Before the implementation of the RTE Web Portal, there were no platforms available for parents to access application forms or receive continuous updates and information regarding educational opportunities. Consequently, parents faced the cumbersome task of physically visiting the DSE (Directorate of School Education) Office on numerous occasions. This often led to time-consuming and inconvenient processes, making it challenging for parents to stay informed and engage effectively with the educational system.
-
One Choice of School
Parents had to choose only one school for admission. If the school denies or the seat is filled, the admission of that child was not done. This policy was implemented to ensure a fair and transparent admission process, preventing multiple admissions and overburdening the school system.
-
Allot more than 25% seats
DSE Office Bokaro has a longstanding tradition of sending applications for filling more than 25% of available seats in schools. This proactive approach not only demonstrates the commitment of the education office to ensure access to quality education for all but also plays a pivotal role in promoting inclusivity within the region.
-
Student Choosen by School
Recognizing the potential challenges posed by the physical verification process conducted by schools, we have taken steps to address this issue within the RTE Web Portal framework. The previous practice of schools handpicking students of their choice during this verification process has, at times, raised concerns about transparency and fairness, which can, in turn, lead to corruption and the exclusion of deserving candidates. To mitigate these issues, our portal implements standardized verification protocols and oversight mechanisms to ensure that admissions are conducted impartially and in accordance with the principles of equity and inclusivity.
RTE Portal
-
The RTE portal typically serves as an online platform to disseminate information, facilitate the application process, and manage various aspects of the RTE Act or similar legislation. Below, I'll provide a general overview of what an RTE portal may entail:

Invitation of Application
We are inviting applications through the portal and also facilitating the seamless uploading of all the necessary documents required for admission. This streamlined process not only simplifies the application procedure for prospective candidates but also enhances the efficiency of our admission system.
-
Verification of Application
After verification of applications, they may undergo a thorough review process, resulting in either approval or rejection. This critical step ensures that all submitted applications align with the necessary criteria and guidelines. To maintain transparency and keep parents informed about the status of their applications, we have implemented a user-friendly tracking system. Parents can easily check the progress and outcome of their applications by using their unique Application Number and the Registered Mobile Number.
-
Verification of Documents
We are going to provide separate logins to the relevant departments, each with specific access privileges to essential documents such as Income Certificates, Birth Certificates, PH (Physically Handicapped) Certificates, and more. This tailored approach to access control ensures that concerned departments have the necessary tools at their disposal for thorough verification processes.
-
Grievance Redressal System
Those students who are admitted will have the assurance that they won't face recanalization or be forced to leave the school. To uphold this commitment, we are implementing a comprehensive Tracking and Grievance Redressal System. This system will ensure that once students are enrolled, they have the opportunity to continue their education without any interruptions due to external factors. The Tracking component will allow us to monitor their progress, identify any challenges they may encounter, and provide timely support to address those challenges.
-
System Generated Priority
The system runs an algorithm to generate automatic priorities for all the approved applications. This algorithm is a crucial component of our streamlined process, as it evaluates various factors to determine the priority level of each application. By employing advanced data analysis and decision-making techniques, the algorithm considers criteria such as urgency, applicant qualifications, and available resources.
-
Auto Allotment
School is allotted automatically from the priority list and sent to the school dashboard for admission, ensuring a seamless and efficient process for both parents and educational institutions. The RTE Web Portal's automated allocation system utilizes advanced algorithms to match applicants with their preferred schools based on priority criteria, including location, preferences, and available slots.
-
RTE Admission Seminar
To fulfill the remaining vacant seats, DSE Bokaro has taken proactive measures by organizing a dedicated RTE Admission Seminar. This crucial event was widely communicated to the community through various channels, including bulk SMS notifications and strategically placed advertisements.
